Munro loses appeal against three-month suspension

The Panel of Stewards found Jockey A Munro guilty of a charge under MRA Rule 44(10) on Sunday, 09 September 2018 following an Inquiry into the ride of GOLD PRIZE in Race 2 at the Singapore Turf Club Meeting on Friday, 07 September 2018.

he failed to ride to the satisfaction of the Stewards. The specifics of the charge being that from the 400m until the winning post, he failed to ride his mount with sufficient vigour and determination.

When deciding on penalty, the Stewards took into account the nature of the charge, his record and his personal circumstances. Jockey Munro was suspended for a period of three months with effect from Monday, 10 September 2018 to Sunday, 09 December 2018 both dates inclusive. He was advised of his Right of Appeal.

On Wednesday, 10 October 2018, permission was granted to extend the time allowed for Jockey Munro to lodge an appeal given additional veterinary evidence had become available after the completion of the Stewards’ Inquiry, acting under the provisions of MRA Rule 166(6) which reads:

Any person who is required to but fails to lodge his Notice of Appeal or Grounds of Appeal within the time period prescribed under this Rule shall have his appeal deemed to be withdrawn and right to appeal forfeited, unless the General Manager or Secretary of the Club grants the person an extension of time allowed for lodging his Notice of Appeal or Grounds of Appeal.

On Thursday, 11 October 2018, Jockey Munro subsequently exercised his Right of Appeal against the decision of the Stipendiary Stewards and the penalty imposed on him.

The Appeal Panel’s Hearing of the Appeal was concluded on Wednesday, 07 November 2018.

After considering all of the evidence together with submissions from Jockey Munro's Legal Counsel and the Chief Stipendiary Steward, the Appeal Panel dismissed the Appeal against conviction and the penalty imposed by the Panel of Stewards. Jockey Munro was suspended from riding in races for a period of three months with effect from Monday, 10 September 2018 to Sunday, 09 December 2018 both dates inclusive. His deposit was forfeited.
