Headed by Kim Seung-Nam the amendment is needed to allow off-course betting as currently betting can only be done on course and since there are no patrons allowed on course there has been no income for the KRA since February.

Racing revenue generally is split 73% to dividends, 10% to general taxation, 4% to local education and 2% to farming and fishing.  It is estimated that over US$600 million has been lost to taxation since the close down.

The KRA has been able to continue racing without public at the Seoul, Busan and Jeju tracks but they cannot do this indefinitely.
