Racing Victoria stewards have found the fall that claimed the life of jockey Dean Holland at Donald was an accident.

Holland died as a result injuries sustained in the fall near the 300m mark when his mount Headingly fell in the 1000m maiden on April 24, bringing down the Alana Kelly-ridden Time To Rumble

Victorian Thoroughbred Racing Medical Paramedics and the on-course immediately attended Holland while Kelly suffered minor injuries.

Stewards opened an inquiry on the day taking evidence from all riders in the race – Jack Hill, Declan Bates, Harry Coffey, Kelly, Billy Egan, Hannah LeBlanc, Tahlia Hope, Harry Grace and Linda Meech along with Calvin McEvoy, the co-trainer of Headingly.

Headingly and Time To Rumble were inspected by RV vets who reported Headingly sustained minor abrasions while Time To Rumble had some blood in a nostril.

Both horses were post-race swab tested with those samples reported as clear by Racing Analytical Services Limited.

Stewards continued their inquiry on Monday, taking further evidence from all riders, McEvoy while Victorian Jockeys' Association Chief Executive Matt Hyland assisted LeBlanc.

The inquiry found that at the 300m, when placed under pressure, Headingly began to lay in and when Holland attempted to correct the gelding it shifted in further, struck the heels of Kumicho and fell.

Stewards noted there was a minor shift outwards from Kumicho at this point, but they were of the view this was not the reason for the fall occurring.

Time To Rumble, which was racing behind Headingly and to its inside, could not avoid the fallen horse and was brought down.

Stewards determined, after hearing the evidence, that while it had devastating consequences, the fall was an accident and not attributed to the actions of any rider.
