Racing SA has introduced an Excluded List that details the names of individuals who are not permitted to have thoroughbreds in their care due to horse welfare concerns.

In collaboration with the RSPCA, the Racing SA Welfare Department will maintain the Excluded List, which is another step forward in ensuring that retired racehorses are well cared for in their life after racing.

"The Excluded List is a great tool for ensuring positive welfare outcomes," said John Cornell who heads up Racing SA's welfare programs.

"From time to time we come across people who are not suitable to have a thoroughbred in their care, and in the past we've had no real mechanism or structure to prevent a horse from being placed in the care of such a person," he said.

Racing SA's Excluded List has been adopted in the Local Rules of Racing, and includes a provision which prohibits the transfer of a horse to a location that does not meet Racing SA's Minimum Standards & Guidelines of Equine Welfare.

"This is about protecting the welfare of all thoroughbreds in South Australia, and is similar in structure to the one that's been adopted by Racing New South Wales," said Cornell.

"We know how much our participant's love their racehorses, and the Excluded List is another string to our bow to assist in the management of horse welfare, helping our thoroughbreds to remain happy and healthy in retirement."

The Excluded list comes into effect on November 1.
