The November 16 bout at Sydney's Hordern Pavilion is one of the more eagerly anticipated domestic fights of recent times in the division.
The 24-year-old Opetaia from NSW (18-0, 14 KO) is currently top-15 ranked by three of the four major organisations.
Queenslander Flanagan (24-7, 17 KOs,) lost a points decision to the then WBA cruiserweight Super champion Denis Lebedev in July 2017.
Flanagan, who has won three regional titles as well as Australian and Queensland titles, looms as a step up in competition for Opetaia.
While the 29-year-old Flanagan has lost his last two fights, both were also against unbeaten professionals.
